通用化 executor plugin #780

目前 executor plugin 是插件化的，但是没有放到插件目录，用户也不能扩展这个部分。

用户的某些需求，不是针对某个合约的，而是针对所有合约的，这个时候需要全局的插件根据情况进行统计。目前已经有一些插件在executor 模块中。
因为用户可以自定义，所以需要对key的格式进行检查，历史的数据要做迁移。
key的格式如下：LODBP-{plugin-name}-xxxx ,这样避免不同的插件互相写数据，或者干扰正常的localdb 的数据。禁用对 statedb 和 localdb 的写操作，可以在执行前 disable write 。
