Location of Roles should persist when adding new roles

Describe the bug
When creating multiple user roles, adding a new user role moves existing roles around, if they aren't in the location where they were created. When renaming roles, the tab moves back to where it was created.

To Reproduce
Steps to reproduce the behavior:

1. Go to "Manage user roles"
2. Add a user role and drag it to the right
3. add another user role (first user role snaps back to where it started)

Expected behavior
Location of roles should persist. Locations should only change by user input.
