Use multipart uploading for attachments

Describe the feature request
When uploading attachments, the entire blob is loaded in the payload for a POST request instead of streaming the file. This puts a limitation to the file upload size limit for attachments since for large files, the entire request has to be loaded in-memory first before being written into disk which can be very consuming in memory resources. Attachments should be uploaded through multipart uploading to mitigate this issue
