conda create -n FunVIP python=3.9

Confirmed that Python verison cannot be installed normally with <3.9 , but installs normally with 3.9

FunVIP requires >=python 3.9 in any of the platforms. See https://github.com/Changwanseo/FunVIP/blob/main/tutorial/installation.md##Windows
