It's an extra click to see the more valuable info imo and currently it still feels really non-intuitive to click on it to see the full vote.

I propose something like the following for that "Votes" column:
4 Approved * 0 Rejected * 0 Abstained
Kathy Lambert ............ Approve
Pete von Reichbauer ...... Approve
Dave Upthegrove .......... Approve
Reagan Dunn .............. Approve
Where it is just always showing and has the summary at the top separated by white space.
In the case where we have a deployment with more than 10 council members (which King County already is one such deployment) I think we have the same thing but a "See full votes:" accordian or something.
40 Approved * 11 Rejected * 3 Abstained
