Determine character limit for tiles #34

Need to determine reasonable character limits for things such as tile headings, subheadings, etc, to prevent them from being cut off on small displays.

Need to test on small screens to justify the limit. Screenshots preferable so we can justify in paperwork.

We should probably do this later in the slight chance we tweak the affected views for unforeseen reasons.
