Describe the bug
Using the console command fludd hover sets the Hover nozzle as collected...for the first player instance in a scene. With multiple player instances, as happens with cherry clones (and, eventually, multiplayer), most of them remain without Hover collected, and can't switch to it.

While this may be desirable in some circumstances, it does make debugging with cherry clones (as a proxy for multiple players) a bit of a headache.

To Reproduce

  1. In any level, create a cherry clone.
  2. Use the debug console to unlock any FLUDD nozzle.
  3. Attempt to switch nozzles.

Expected behavior
Console can be used to enable FLUDD nozzles on all player instances, not just the first one created.

Additional context
Not essential for player experience; solely a debugging thing. Would gladly implement myself.
