[Feature Request] Pinned Tabs at the Top of the Side Panel

Description

Having pinned tabs permanently at the top eliminates excessive scrolling to important tabs, especially if we choose to hide the tab bar.

Expected behavior

[Describe what you expected to happen.]

1. I right click a tab on the side panel, option to pin tab shows up
2. I click pin tab on the side panel and it snaps it to the top or bottom where I can easily access without scrolling more.
