Having pinned tabs permanently at the top eliminates excessive scrolling to important tabs, especially if we choose to hide the tab bar.
Expected behavior

I right click a tab on the side panel, option to pin tab shows up
I click pin tab on the side panel and it snaps it to the top or bottom where I can easily access without scrolling more.
