Q: TOC adds additional LI tags

Using the free integrated TOC function triggers additional LI UL items when not sticking to strict H level order.
Having items beginning with H1 and jumping to H3 with no H2 in between seems to trigger this, creating an empty LI item

I guess one should stick to the strict hierarchy, but sometimes you don't

TOC is generated by the Tiny Editor and requires a proper heading hierarchy (H1–H6). Headings must follow a strict hierarchical order, which is widely regarded as best practice for SEO, accessibility, and keeping a clear document structure.
