Replace wasm-pack, which is being deprecated

Per this announcement, wasm-pack is being deprecated in September 2025. See this discussion for alternatives.

wasm-pack just runs some very simple commands. If we avoid dealing with auto downloading the random tools and just assume they are on the path, then it is very easy to replace.
