Prevent moving the timeline in y direction

By default the Timeline editor is also movable in the y direction using the right mouse button.
Would it be possible to clamp the tracks inside the timeline window, so that the editor is also not movable vertically if all tracks are fully visible?

Also open for a pointer where this could be tackled as a contribution.
