Add mods to Cogwheel backpack unlock #187

I feel we should be able to add mods IDs in the config for the Cogwheel backpack unlock, so items from Create addons can be used to unlock it.

As of 3.0.0, the challenges to unlock backpacks is now data driven and can be modified with a datapack.
