Change diag_table output frequency for transport diagnostics #166

The following diagnostics should be made available monthly via the diag_table:

  1. T_adx_2d
  2. T_ady_2d
  3. ndiff_tracer_trans_x_2d_T
  4. ndiff_tracer_trans_y_2d_T
  5. ndiff_tracer_trans_x_2d_S
  6. ndiff_tracer_trans_y_2d_S

(*Note: 3-6 apply only to the 0M4_05 configuration)

As these are two-dim fields, there should not be much hit with archives. I support this change.

This was closed prematurely ... there are no changes to the diag_table in this commit.
