Create state module to control the API operational mode

To address the need for controlling the API's operational mode, we will create a State module that will store the desired state of the API. This module will handle states such as "waiting for dependent services", "handling requests", "dependent service down", and "maintenance mode". This is a prerequisite for implementing a DB maintenance mode.
