Don't require a new user password when attempting to update a user's record #2757

This is a part of a general UX overhaul for the edit user screen. As discovered by @rorymckinley, the current implementation requires changing a user's password when a super user wants to edit the user record from the admin scope.

The ideal behavior will be to separate the scopes: change user information and change user password.
