Use telegram bot on walter device

Hello, I am new to this field and I don't know much about network connectivity.

I want to develop a car tracking application that reports GPS positioning via a Telegram bot.
My application will be deployed in South America, where some countries do not have 4G or 5G networks.

Could I use your module on 3G and 2G networks to connect to Telegram servers for programming a bot?
