Apparently the file templates do not load if the option Global Settings ▶ Global Settings ▶ Advanced Functions ▶ Support Stationery Add-on is enabled:

I added a warning and force disabling Stationery support when it is not installed. There is also an option to jump to the file template setup section if the user clicks [Ok]

Fixed in Version 2.3.1 published 20/09/2019
