bug(popup): Delta scroll mis-aligns text

Description

When there is only a small scroll inside the popup with a text, the text mis aligns for moment

Reproduction

Steps to reproduce:

1. make a small popup
2. add form-field or any other material component inside it
3. place a text between the material component
4. scroll the popup and investigate

Expected Behavior

the text should scroll smoothly without misaligning

Actual Behavior

text gets mis-aligned for a moment

• CDK/Material: 19

• Operating System: windows

I couldn't reproduce it myself and there's no reproduction info in the bug. Closing.
