Denounce another leader for making a dubious monetary decision. Or denounce yourself the next day when you're sober.
Motivation
I've spoken to the other leaders about you. They need to know you are not to be trusted with a credit card. No but seriously, why did you spend $59.99 on a 1000:1 scale replica model of the Hanging Gardens?
Detailed Design
This feature adds a button to each transaction in e.g. the "Today's Transactions" list view. When viewing your history of transactions, you have the option of "denouncing" that purchase. That notifies all other leaders that working with you was a mistake.
Upon receiving the notification, the offending leader has the opportunity to respond with one of the following:
"You'll pay for this in time, literally."
"Very well"
Drawbacks
Passive aggressiveness isn't as all-around-good as Tradition, but it's a decent alternative if you're looking to spice things up. If you're lucky, the other leader will start the war and you won't get a warmonger penalty.
Alternatives
You could always have a face-to-face discussion, but that's like so 2009.
