Enable Email Alerts and Reports for Superset

After superset upgrade, we have received a feature request to enable Email functionality there..

We could do this using SMTP config already in use at Metabase..
Figure out SMTP password from Vivek / Vinay, not available in keeweb as of now.

@himeshr there is issue in setup recipients in 4.0.1 Issue

Upgrade superset to https://github.com/apache/superset/releases/tag/4.0.2 in test env and check that issue is resolved..
if yes, we'll do that for prod as well pretty soon

@himeshr I tried with following ways it is not working.

1. without configure celery and tried with same tz and +- 5:30
2. configure celery with providing db url

1. superset 4.0.1 has bug for alert. So, in test env we use 4.0.2.
2. tried with setting celary broker and provided link of postgres db but it not worked.
3. I find this video Youtube. He suggesting that it is not possible without redis or other message broker. see my comment.
4. For docker compose it require to need more analysis. SO, I am moving cad to on hold.
