Resources on how to submit and solicit actionable bug reports

This is to satisfy a request from Slaven Peles of the ExaSGD project.

Need to collect/write some resources on what is an actionable bug report, how to provide one, and how to solicit them through tools like github/gitlab issues (e.g., issue templates).
