Sometimes a bad version of a package is released. However we don't ever remove versions, only add them. If a user has already installed the bad version there's no way to suggest an upgrade.

I think we should support version removal, but improve the messaging to something like:

your installed version of pkg-x.y.z is no longer available, please install one of pkg-x.y.w, ...

We could also possibly include a message in the manifest, but the above might suffice for now.
