Add persona-based user journeys

We need to provide better information about how different stakeholders can get involved with Code for Sacramento. The user journeys could be as simple as, "I am a _______" and clicking on the icon or link takes the user to a page that describes the importance of that role:

• I am a coder
• I am a visual designer
• I am a user researcher/UX designer
• I am a data scientist
• I am a government staffer
• I am a project manager
• I am a marketer
• I am an engaged citizen
