publish the jupyter example as a coder labs template

I put the JupyterLabs template (https://github.com/coder-contrib/bigquery-jupyter) here out of convenience, but it could be an example template too under Coder Labs!

• Make dataset a variable
• Make GCP project a variable
• Make instructions more generic for authenticating with any dataset. Perhaps no need to clone any repos
