PROTOC compatibility problem

We happen to the error of protoc compatibility: Our system is ubuntu 16.04, ROS kinetic. When we install, the error is as follows:

We checked our protoc version: 3.13.0, so what is an appropriate version for usv_sim?

After a lot of attempts to fix this, I had to start from scratch. It worked after downloading a new VM (Ubuntu 16.04 and ROS Kinetic). Not sure if this is the best solution though.
