[Bug]: Not prompted to stop the run after reattaching #1922

Steps to reproduce

-start a run, preferably a dev environment
-once the run has started, press ctrl + c , and elect to not stop the run before detaching
-reattach to the run (dstack attach )
-press ctrl + c again. This time, you are not prompted to stop the run

Actual behaviour

No response

Expected behaviour

No response

dstack version

0.18.21

Server logs

No response

Additional information

ideally when reattaching, you'd see the same prompts as when the run first started. IE, VSCode link, SSH connection details, etc.
