[Fleet]: Unable to duplicate policy for user role Fleet: All and Integrations: None.

Preconditions:

1. 9.0.0-beta1 BC3 Kibana cloud environment should be available.
2. New User should be created with above defined role.

Steps to reproduce:

1. Login with the above user.
2. Navigate to Fleet>Agent policies tab.
3. Click actions and observe user is able to Create/Delete the agent policy.
4. Observe Duplicate policy button is disabled.

Expected Result:
Duplicate policy should be enabled for user role Fleet: All and Integrations: None, as user is able to create and delete Agent policy.
