Somewhere between "show only 25" (miser mode) and "show all" (currently >3k), there should be a middle ground. We should have pagination on the requests list, perhaps with the ability to show next 25 / 50 / 100 like MediaWiki does for history.

-GFI; this will need some shuffling to make PageExpandedRequestList inherit from PagedInternalPageBase, and it's not immediately obvious how to do that. I'll have a think, and I might re-add that label later if it seems easier having had a think.
