Feature Request - Add the ability to Activate/Deactivate users accounts to the API

The User end point allows Creation and Deletion, I request we add the ability to Activate/Deactive user Accounts via the API.

We use the Activate/Deactivate as a way to "Afk" users from alliance services. This allows us to service purge a users with out allowing them to just sign back into seat to get reactivated.
