When you use the nvidia upscaling, is it using the latest version that's installed with the latest profile?

DLSS is not supported at all, nor can it be. DLSS and FSR 2+ require deep engine integration that cannot be done by a generic plugin such as this. vrperfkit only supports the non-temporal upscalers FSR 1 and NIS.
