DevTools button disabled in run window but not in inspector

The app run from IntelliJ finished with an error (though the app successfully ran) and the DevTools button was disabled. DevTools could be launched as expected from the Inspector window.

We should not disable the button in the run window if DevTools can still be launched.

Closing as stale; the Swing inspector has been removed in favor of the devtools one.
