Introduce sidebar_base and fullwidth_base (see details below)
Extract page title markup into own template

Details

sidebar_base and fullwidth_base are based on base.html
sidebar_base combines outer tags and page title from information_page, poll_base and similar
fullwidth_base serves e.g. minutes_list
