IIRC the attachments were never migrated.

Yeah it looks like we don't migrate attachments yet. Issues/PRs/etc will still have their attachments point to their original URLs. There is an open feature request to support GitHub-to-Gitea attachment migration here: #32197.

Release attachments have been migrated but issues/comments have not.
