Intermittent Error: Google Property Created Without Google Tag ID

Bug Description

When I try to create a new Google Property, I receive the following Google Site Kit API error:

Datapoint: google-tag-settings
Type: modules
Identifier: analytics-4
Error: 'Not found or permission denied.'
Additionally, the Google Tag ID is not being created for the property. This error occurs randomly—out of five new properties created, two encounter this issue, and the property is created without a Google Tag ID.
Please see the attached screenshots. During one property creation, I encountered this error, and the property was created without a Google Tag ID. However, when I created another property afterward, it was successfully created without any errors and included a Google Tag ID.
Note : I'm getting this error in both case when Enhanced Measurement is enabled and when it is disabled. See attached screenshot

Steps to reproduce

1. Set up SK with Analytics.
2. Go to Settings> Analytics>edit.
3. Set up new property.
4. Create property with Enable enhanced measurement and also with Disable Enhanced measurement.
5. Click on 'Confirm changes'.
6. Create few properties.
7. Above mentioned Console error will appear and the property will get create without a Google Tag ID.
