Bug Description

On civet every now and then we see some distributed or distributed + threads failures on the NS tests
We should seek to stop that

Steps to Reproduce

Run the test suite often enough on civet
OR
look at many PR runs and see the sporadic failures

Impact

lost CI time
slower release of code
