Bug Description

The STM workshop examples from #30007 uncovered a memory leak in the SobolReporter for cases where the matrices aren't resampled. See https://civet.inl.gov/job/2754167/

Steps to Reproduce

cd modules/stochastic-tools
./run_tests --re step4 --valgrind --oprof

Impact

Next is broken and there might be undefined behavior in that object.
