Localization - Translate ACATResources.en.resx file to other languages (Proof of Concept)

Localization is an important feature we want to add to ACAT. (see issue #80 for user feedback.)

In order to start work on implementing a solution, we need a localized version of one of the main resource files for ACAT.

Desired first languages - French, Spanish. (Will accept anything really, just need something.)

Bonus Points - There is a TON of legacy values in the current file, remove them and add ones that may be missing.
