As discussed with Clement, we don't want to prevent a juror from being drawn if his entire stake is already locked because it opens the door to manipulations where a malicious juror could obtain many votes with high certainty.

Removing this check is consistent with the existing behaviour in v1.

The Beta whitelist has been mitigating the risk of an exploit.
