rework store_records

The original vision of using this function for all versioned tables did not come true.
Therefore:

• Rename it
• Remove anything from its body that does not have to do with ts explicitly

I assume this is for the maintenance release since you have no milestone tag here. maybe we drop a short note for our future selves: store_time_series will handle this functionality directly as it turn out a general record store process for metadata and data didn't make too much sense.

It's not critical for timeseriesdb to function so I classified it as "maintenance" in my mind.
