From this comment it seems that the framework itself does not need to be that low:
OK, I think on second look and test, 9.0 actually works here. At this stage, we're not using any audio libraries yet -- that comes in through the example app, so 9.0 should be good.

If you take the deepspeech iOS framework from the 0.9.3 taskcluster tag, you can see in
Info.plist
that theMinimumIOSVersion
is set to 13.5 and you can also see it in the deepspeech_ios project file, I read something about it in this PR. But in the deepspeech_ios.podspec it is 0.9.Is the 13.5 still intended?
