Add back support for optical discs

Support for optical discs has been completely broken ever since ebab42c, even though it used to work perfectly.
Now with the rececent changes to the maintainers, is there a chance that mpv won't get gimped any further and gain back support for BD/DVD/CDDA?

very unlikely. none really cares of us and none wants to maintain it, that's also part of the reason it was removed. we usually suggest to use a different player for that. though feel free to discuss this, maybe someone is interested to start maintaining it (last time this came up none was).

the rar support is simliar.
