Add posibility to config Autograder pipeline as "overwrite only if bigger"

Add possibility to config autograder pipeline to automatically grader students submit base on test and assign new points only if previous value is lower then new value of achieved points. It allow students to submit partial solution and add new version without fear of loosing points.
