Gradle 9 will no longer allow detached configurations to use extendsFrom

How are you running OpenRewrite?

This will effect the OpenRewrite Gradle plugin.

What is the smallest, simplest way to reproduce the problem?

This won't yet be a problem, but once Gradle 9 is available simply trying to run the OpenRewrite Gradle plugin with a Gradle 9 distribution.
