I managed to get libSVM for C to work on swift for me after struggling to get SwiftPM to work properly

I am currently making a wrapper that makes it easier for swift users to interact with the library

This is a little behind my expected pace due to the issue with SwiftPM. Sorry about that! WIll get it done ASAP
