Add exception to Windows Defender Firewall and it does not work

Hi
I use Windows 10 and my only Firewall is the Windows defender firewall. So, I want to connect this app and add an exception to the Private Network via Windows Firewall. But, it does not work. However, when, I turned off the Firewall completely. it works again. So, Is a reboot required for Windows 10?
