Transferring Emblems from Downloaded to User2 corrupts save

I currently have zero emblems in my USER 2 tab, and have 95 emblems in my DOWNLOADED tab. Whenever I try to transfer my downloaded emblems into USER 2 via the tool, it says it works, but when I try to load the save afterwards, it can't, and claims that my data is corrupted.

I am using the latest version of Emblem Creator, 1.09, and Armored Core 6 is on Regulation 1.07, which is an update that came out today I think, so that could have something to do with it. Do you think it might have something to do with the sheer bulk of transferring 95 emblems as well?
