Looks like some platforms (e.g. OS X) you can only control this application-wide, where as others (WPF) you can configure this on a per-control basis. At the very least, we could add an API to control it at the application level.. Otherwise if you want more control, a style would work.

I don't think this is a good idea to implement.

Also on Gtk side it could be done on application level by overriding theme settings.
