Ask for permissions at the right time

When the app is started first time it asks for user for permissions to access contacts and send notifications.
It needs to be changed.
The app should ask user for permission at same time when user needs to access this feature.

why not allow all when installing, we could check later if it is needed and user didnt allow let them change later
