cuRAND is a random number generation library.

Reasons for the request

We are moving to publishing our Python packages to an un-suffixed name, e.g. https://pypi.org/project/nvidia-curand-cu12/ becomes https://pypi.org/project/nvidia-curand/. As part of that, we need to also transfer the upload limits to the new project names.
