Reasons for the request

I have tried contacting the owner and have received no response emailed 2 times over the span on 2 weeks. The package is inactive for 5 years, and does not seem to have any substance in side the package and does not work.

I should clarify: when I mentioned research process, I meant research process from our end, i.e. determining the status of the package and the owner's intentions with it. I am sorry to inform you, however, that the Owner of the package has gotten back to us and intends on keeping and maintaining their package. I know this was probably news that you didn't want to hear, but, per PEP 541 rules, unfortunately, we cannot approve your request.
